Uganda is blessed with many rivers, lakes and abundant groundwater. Yet this plentiful supply of water is not easily accessible to many Ugandan families residing in both urban and rural areas. Access to safe drinking water and sanitation are fundamental to the health, human survival and development of any society. However, these basic necessities are still a luxury for many Ugandans. This monograph analyses progress in attaining MDG7 target 10 on halving by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation in Uganda. It makes several recommendations that could play a crucial role in enhancing the capacity of government in Uganda to attain the MDG target on water and sanitation by 2015. These include: adopting a rights-based approach, domesticating the right to water through the Constitution, socially marketing, adopting transparency, accountability and participation as guiding principles, and popularising the localisation of principles in Uganda.
